According to prothom-alo bashar was warned by the umps during the 1st ODI for the slow over rate and thats why he continued with the slower bowlers and finished 20 min before normal time...

IIRC, he never was a captain in domestic cricket

If he goes over time he wud be banned for a while.... thast why he did it... its part of the punishment for the slow over rate for the 2nd ODI against India... so he hasn't done anything wrong.
