Default What are our options regarding the ICC Proposal?

I know that we have many threads regarding this but i am still opening another one because there has never been a topic to discuss related to bd cricket which is more important than this.

So here goes:
So far BCB strategy seems to be:
1. Not to declare public opposition to the proposal
The reason behind this is that if the changes happen regardless of our vote we can hope to minimize the damage by at least getting "shantona" tours from the Big three for a short while

What should be our primary objective?
i) to agree in principle that if there is a way to block this proposal by voting "NO" we must do it despite whatever assurances/carrot/mula are offered by the big 3. We must not let short term gains influence us and take our eyes off the bigger picture

ii) Try to fathom the sentiments of other boards who also must be worried about the neighborhood bullies and build confidence in them to say "No" as well.

What will be BCCI's strategy?
i) They need to win support and they are going to do it via legally binding bilateral agreements. They will start with south asian boards in the G8 namely Pakistan and Sri Lanka and offer them more tests and odis. They will try the same with NZ and WICB.. they will avoid SA because they are very vendetta driven.

ii) They will only negotiate with BD and Zim if they do not have enough votes. This is where Papon would need to stop being a sissy and kill off this proposal once and for all.

plz share how you would handle the situation being in Papon's shoes
