Over or underrated by whom and in terms of what? Fans here in BC or selectors? In terms of expectation translating into international performance? How realistic are those expectations in the first place?

Overrated:
Ashraful - there are still people who think he has 'talent', despite all the 'ash bash' here .
Nazmul Hossain - Like him, but feel he's a tad overrated here since he's overlooked by BCB.
Rafique - I know he meant a lot to BD when he played etc. - but still a tad overrated.
Underrated:
Riyad - Partly himself to blame since he played some 'selfish' knocks. But I don't think many still regard him as a good potential #3 as I do.
Shafiul - his ability as a swing/seam bowler is underrated here IMO.
Mosharaff Hossain - why doesn't anyone talk of him at all? He performs consistently even more than Enamul Jr. probably.
Jahirul Islam - another player whom I see as a fine prospect

Rafique was overrated??? you mean as a bowler? I can't believe this,man!
To me,rafique was the only internationally recognised bd bowler in our first 7 years of test cricket.

Imrul Kayes to me is underrated by everyone. He is a flop in tests but in ODIs i think he is worthy enough to be in the team. He is clearly an ODI specialist. Dont forget he was our MVP during the World Cup. I think in ODIs we should get rid off Naeem Islam and place Anamul at #3 with Imrul opening with Tamim.

To some extent Tamim is pretty-overrated!
Have not seen a Match winning performance by Him for long time... With his so (Called *Big Hitter Tag*)
players like Jesse Ryder is Much better Than Tamim Iqbal!

Outside BC! Where is that place?.. Nursery/KG gulli schools or any other foreign forums you are referring there. If you dont know Rafique then IMHO you know nothing about BC, as simple as that.
As for OP, Whole Bangladesh team is IMO under-rated. Nearly all current BD players playing much more positive cricket then past is true, but in past generation no matter how many matches we lost, players like bulbul, suman, rafique, sujon, durjoy, pilot, atahar etc all played with enough passion & were devoted Bangladeshi cricketers comprise all stints that encourages to grow these breed of cricket interested new gens today. No points in rating them now.
Although we got only a handful number of players got chance to play county cricket or foreign leagues. But being an immature side, BD players atm playing very good and IMO raters not counting them because not all of them are celebrities yet.

Underrated - Shakib in the World of Cricket. I remember in the World T20 preview on Sky Sports that Mike Atherton and his fellow panel saying Shakib is NOT an all-rounder and something is WRONG with those all-round rankings. Apart from a few experts like Ramiz Raja, Sunil Gavaskar etc the rest of the experts especially those from England and Australia have biased views to not only Bangladesh but especially to its top players like Shakib.
Overrated - Probably Tamim Iqbal. He's basically inconsistent just like Ashraful and hasn't scored a 100 for over 2 years. Has the talent but talent alone is not good enough to get recognition.

Asian commies rate Shak. Prolly WI & NZ commies too. Atherton or other Eng/OZ commies haven't seen enough of Shak, so unsurprisingly they don't rate him. And they're biased as anyone else. And sadly he was out of form vs England, clearly didn't help his case, that.
Tamim's probably slightly overrated, but you're being extremely harsh on him. He's fairly consistent in tests despite not converting 50s.

Ash is internationaly overrated.
Sakib is intrntnly underrated
Alok is overrated by BD fans.
Rubel is overrated in BC and probably in BD.
Rokibul is undrrated worldwide.
SNafis once upon a time used to be overrated in BC and by BD fans.
Nazmul is overrated by selectors.

I wholeheartedly agree that rafique was over rated. yes , he was the best bowler we had but that's mainly due to the horrendous quality of bowlers surrounding him. but we Bangladeshis made him sound like one of the best in the world , but in all honesty he won't make any other test team in that period.
he still was a great bowler , best in Bangladesh but still overrated

Its quite silly that some people think Rafique was overrated. Infact, Rafique would have been one of the great SLAs had he played for a better side. He was an amazingly intelligent bowler, had fantastic rhythm and the master of the arm ball. Just imagine the amount of wickets he would have picked up if BD could make the oppositions bat in the 2nd Innings and on the 4th or 5th day pitches!
