Dunno if it's ironic, it's definitely depressing. We have a virtual forest of laws, quite a few of them well drafted and far sighted, but that comes to naught without proper implementation

I think he meant ICC's anti-corruption rules. It restricts teams and officials from leaking out info to the general public which may be used for betting purposes.
