Sorry to say, the diluted 8 team NCL should be dumped, while 4 team BCL should become a double round league.
BCB should introduce a district level 3 day competion to scout players bellow FC level, but should not dilute the FC league with sub par players.

agree that quality is diluted bur more teams mean more chances to young cricketers + more cricket matches happening

That's why I said there should be a district level competition where youngsters, who don't make the cut for FC teams, can play.
If we are to produce better quality Test cricketers, we got to have a more competitive FC league. Right now we are focusing too much on quantity, and not enough on quality. Right now our domestic calender is too crowded (look at how spread out Australian Sheffield Shield matches are). Because of so many leagues, we are giving players only enough time to travel from one venue to another between matches. They get no time to replenish their strength, no time to work on their weaknesses in nets. This especially degrades the quality of fielding and bowling as a tournament progresses. The cramped scheduling also does not allow the ground staff to do what they need do to maintain pitch quality.

i like how they've done it this year, perform in the NCL and you'll get to play BCL, but if you don't then you probably won't get a spot. i don't think 4 FC teams are enough to sustain a test nation so yes it dilutes the quality but it's important to have a good amount of players getting FC experience in the 4-day game.
it will improve quality because the players on the fringes of the BCL will have to work harder and perform better if they want to hold their BCL spot. players who didn't make it into the BCL this year, next year they will work harder in the NCL to try and take a BCL spot.

No the NCL should be kept as is. It will be the feeder system for the BCL which will expand from next season to have a final match and in future a double league stage. In such a case it is probably wise to just keep the NCL as a single league tourney with no final. It will increase the competition in the NCL as Gowza has mentioned.
With the advent of all these T20 leagues, you will see the quality of most Test cricket will dimish because all other top countries will have the same problems we will have ie not enough time to prepare/plan between matches, lack of pitch quality, injuries, etc.

To get into the BCL they should make it strictly only the top performers will make it into the team, doesnt matter if you are a high profile player. Ashraful should never have been playing in the BCL in the first place. If he thinks he can be treated like a queen then it wouldnt encourage him to work harder. If the selection policy is strict then it will keep everyone on their toes and make them work much harder. It could also make unknown players become shining stars.

Agreed with you. This year full season is goin well so far. 8 team F C followed by 4 team F C league. They can not scrap N C L. N C L accommodates around only 110-120 F C players. Where as India Srilanka have 500+ and Pakistan have 800+FC player accommodating tourney.
But B C B can make the inter district matches to a 2 day match.

I think that the idea of having the more 'diluted' talent pool early in the season and then switching to the more elite comp later isn't actually a bad thing. As long as the competitions are played hard, not picnic cricket, then this gives the young guys a chance to impress early and then the top performers a chance to face off against each other later. If you make it too hard for guys to make a career of the sport then they will end up giving up the game so the chances of having late blooming players (eg Mike Hussey and Ed Cowan for Australia) is almost impossible.
Before I referred to Ayub and Mehrab as young, by Bangladesh standards it's true that they are considered senior players. The fact is they are young and batsmen sometimes don't fully blossom until they are about 30. You need to keep these guys in the sport because they are going to improve more and more and need a chance to keep performing, not be pushed out by the next young prodigy. On the other hand the prodigies also need a chance to play so you need enough playing spots out there.

On a second thought, may be we can follow the South African model, where a franchise based 4-day competition and a provincial 3-day competition are being run parallaly.
At the least, we should make a compromise like Asad suggested - making NCL a single round league, to make room for BCL to become a double round league and to free up the calendar a little.

A 8 team N C L+ 4 team B C L will accommodate around 180 F C players. Currently we don't have that amount of quality F C crickets. So to me its better to continue like this but eventualy it will evolve to a format that you have suggested as our cricketing season is very short.
Another thing is we need more longer version cricket. If D P L make a 2 day summer cricket tourney that will be nice. Other wise B C B will have to think about making the inter district cricket league to a 2 day league or at least longer version final round.
