Default Russia Grants $1 Billion Loan to Bangladesh for Weapons

http://www.voanews.com/content/russi...s/1584227.html
Quote:
Russia has granted a $1 billion loan to Bangladesh for the purchase of Russian-made weapons.

The deal was signed Tuesday in Moscow during a meeting between Russian President Vladimir Putin and visiting Bangladesh Prime Minister Sheikh Hasina.

Details on the possible weapons purchases were not released, but reports say the new agreement could include orders for air defense systems, helicopters and weapons for ground forces.

In addition, Russia will provide a separate $500 million loan to Bangladesh for the construction of the country's first nuclear power plant in Ruppur, located 200 kilometers from the capital, Dhaka.

Russia has also agreed to provide financial support after the first stage of construction is complete.

Quote:
Russia, the world's second-largest weapons exporter, has granted a $1 billion loan to Bangladesh for arms purchases, President Vladimir Putin said on Tuesday after talks with the country's prime minister, Sheikh Hasina.

"Our countries intend to broaden military-technical cooperation," Putin said, referring to weapons sales and servicing. He did not specify what weapons or military equipment Bangladesh would buy from Russia.

Russia will provide a separate $500 million loan to Bangladesh to help build its first nuclear power plant, Ruppur, under an agreement signed after the meeting, Putin said.

"We will not only provide the most up-to-date technology ... but we will also provide financial support for the construction of the nuclear power plant at the initial stage," he said.

The head of Russian state nuclear corporation Rosatom, Sergei Kiriyenko, said technical and environmental assessments would be carried out this year for the plant, which is to have two 1,000-megawatt reactors and be completed in the early 2020s.

He told reporters more loans would be required at later stages.

Is this really necessary?

The country has so many other issues to address -- such as better infrastructure, communication, technology, skilled workforce and countless other things. But we are spending this huge sum on weapons when we don't face any direct military threat. Is Hasina trying to appease the defense department before the upcoming election? Have your say!!

Two things:

why give the money to buy weapon from them? Why not just buy weapon from them on credit.

Two, what kind of weapon? Small arms to replace the decade old rifles that police and BDR can actually use or useless heavy ones? We do not need it any of the areas listed in the article.

That is good in a sense that Putin seeing great promise to provide loan to a country which is emerging slow but steadily. The huge in-flow of remittance might be pushing Government to get loan at an atrocious level to notch ambitious deals like this. In the long run, my prediction is, this will result in as a burden, to carry on for decades, over general populace.

This is what I found --

Who said they are giving the money...they are giving the arms worth that value only and the money will be taken as loan... It's all in paper only...

Bangladesh doesn't need small arms since all those are manufactured in BD, they need only heavy weapons. Still, I think it's useless and more costly to buy from Russia. Since we have a array of weapons and their spares and maintenance system in place for the Chinese weapon, which are also cheaper, they should have gone for china. But AL is politically anti china and their boss ind doesn't recommend Chinese weapon. Where as in future, even ind can be a source of spares for Russian weapons, since India has all the mechanisms for spares and maintenance of Russian weapons. AL is only fooling people by saying that Russia is giving it on credit...China would have also done the same, if they approached china...

On the other hand AL leaders have a better and reliable channel to receive kickbacks from Russia than china....

Loan vs. Grant: Big difference between the two terms....

Can't say I am pleased with this as usually a loan this big means big interest...

i am kinda familiar with the terms and mechanisms with mainly the nuclear deal and as both deals have some similar terms and conditions i can perhaps answer ur first question.

bangladesh dont have the amount currently to buy the weapon of 1 billion usd worth of weopons. but our arm force needs this weopons. so bangladesh will take the money as loan, and then py it on installments over a long time.

but do we really need that weopons ??? i dont know, the defense ppl knows. its their requirement. and the bad thing is the deal has a very high rate of interest compared to the nuke deal. not sure about the grace period and payback period though. it will put a big pressure on the economy.

As a soldier of French Army, I know a little bit usefulness of weapons. Though situation of France and Bangladesh aren't same. France is one of the biggest power in the world and they are always participating wars in different parts of the Globe. But in Bangladesh I think they don't need so many weapons for use. Probably Bangladesh army won't use those arms ever practically except exercise. The situation of Bangladesh we don't have a probability to battle in the field like our neighbours India, Pakistan, China etc. Our armed forces, sometimes, go only some United Nations missions. Those are also to establish peace not to do a war.

So which are our actual needs of weapons. They can buy some modern arms only for training centre where every soldier can be known with modern arms. In case they have to go to participate in the war anywhere it would be a platoon or a unit of soldiers. So they don't need huge amount of arms. Normally those countries who demand our soldiers, will provide weapons also.

I am not completely against weapons purchase. As economy emerges, so should the military might. As much as people dislike such purchases given the poverty that exist, at the end of the day, it was the frigates and the migs that protected our waters from Myanmar Junta not too long ago.

I am however completely against spending a high percentage of budget on military, something which Pakistan does every year, even before the war on terror.

Buying weapons doesn't necessarily mean that Bangladesh wants strengthen borders nor to attack her neighboring countries.

Don't forget guys that Bangladesh earns big junk of remittance from UN peacekeeping operations. Bangladesh sends the highest number of troops in those missions and that number is increasing. So, obviously Bangladesh military needs more weapons and equipment if they want to contribute like that. Now, whether Bangladesh should have gone to China or Russia is a different issue. From a historical point of view, China opposed Bangladesh's liberation war and Russia supported us. So, this government felt comfortable dealing with Russia than with China. Moreover, we all know about China products

But a Nuclear power plant of only 1000 MW ...is it worth taking the risk, since it will only be eye wash and we will still remain deficient on electricity...atleast 5000 MW in 2020 could have kept us sound for 5/10 years. Even we have financial constraints...still we have to any way meet our need for electricity.

I think every Government project comes with the same old story for Bangladesh. Government likes to start small - which is actually pretty good practice in context to GMP. You start small as a pilot project, do all your testing and error-handling during the pilot run, learn a lot about maintenance then you instill more money to give it a full shaped up system. But there is when the trouble starts. Political indecision, bureaucratic file-taping, corrupt engineers/cadres and constant media propaganda makes the road harder and the ambition collapses before the excavation succeeds and the pilot one keeps on running with low quality output radar less, direction less and slowly becomes another burden for everyone.

Given 4 years back our overall output was around 4400MW makes 1000 MW an increase in capacity by 25% approx... The only reason i am quoting 4 year old figure is because most new power plants are rental power plants which run on expensive imported fuel.

Nuclear power plant is the only option we have for future given the cheap source and low pollution.. Nuclear is also safe technology now, Chernobyl will never happen with the present safety features, Fukushima is also unlikely given bangladesh does not fall in earthquake zone...
3mile island was really not catastrophic, the power plants safety feature did work and shut down the plant the way it was meant to.

You just made a video game, good job The usual plot where a small country suddenly becoming gradually powerful by militarization and then conquering weak neighboring countries (ignore India) until its a force to be reckoned with.

Anyways, I wonder what Russia is getting out of this deal, perhaps an insanely large interest rate or access to our resources.

Most of the arms bought by Bangladesh Army, Navy and Air Force in the 1970s right after the Independence and early 80s are getting discarded thick and fast. Not that we bought high quality things back then. For example, 3 of 5 Frigates in our Navy were bought from the UK Navy after they decommissioned the ships. Thats the condition of all the three forces. Being from a Naval background, I've seen the condition of the Navy. The best part about our Armed Forces is the manpower. We have highly trained and skilled Armed forces. But to be fair, not the highest of facilities to back them up. But then again, loan, as always is a burden.

I am a big nuclear power supporter for BD. But lets not spread misinformation, not only does Bd sits on earthquake fault line but is due for a big one. That doesn't mean we shouldn't have nuclear power. It means we should be extra extra cautious and learn from others mistakes.

If done right, nuclear power is one of the safest and cleanest source of power. The thing is people makes mistakes and screw **** up, that was the reason for almost all recent nuclear power station disaster. The power plants are as safe as they come.
