As the current situation stands it will be very tough to hold any international event. Each board will be concerned about their security seeing the images of violence on media.

Also, moving tournaments is a big hassle. So, ICC will definitely do it if there is any real risk. But, if the situation settles down, I don't expect ICC to move the WC for the sake of moving.

I am pretty sure that the tournament will be shifted to India ONLY if things get out of hand in a few months. Shifting a tournament will result in massive losses for ICC and its not like hosting the tournament in India gurantees extra money because TV viewership won't change much.
