Roadmap to No.1
What are the steps to be taken for Bangladesh to be No.1 in any one of the formats in next 5 years ? I feel the bowling is there or getting there. Batting might be bit of a worry.

We should stop playing Tests and T20 and focus exclusively on ODIs. And I'm dead serious.
We are an ODI country and it is our best format. Unfortunately, our infrastructure doesn't allow us to have the type of player pool that allows us to select the best players for the each format. Instead we rely on player's performance in one format as indication of ability and allow him to play multiple formats. In doing so, player loses form and/or confidence.
Stick to ODI only. Dont confuse the players by forcing them to play multiple formats.
It will also be easier to get away tours since ODIs only tour would be cheaper than a test/odi/t20 tour.
As far as not playing tests, I don't think most BDeshis care. I would gladly give up never winning a test series for an ODI WC championship.

No chance.
Bd does not want to be number 1 in any format. They want to run the team like a soap opera. Find actors who play the role well. Prop them up as heroes. Then somehow stay in the ICC, and get their funds.
I say introduce relegation in the ICC top tier just like they have in EPL soccer. That might, just might light a fire in the team, and push them to remain in the 7th spot.
Otherwise, it's a steady decline to the bottom from here on with this over the hill bunch.
I mean, frankly speaking, any pro team in the world who keeps scum Mooshfikur around does not deserve to achieve great things.

T20s are your best shot.
The rankings are so volatile that you can be #1 without too much effort - though you have to string together 3 or 4 wins in a row.

There is no roadmap, no chance of us achieving that feat anytime soon. You have to have a system, coaching staff, competent players to perform in all formats. We do not have the system and the coaching staff because of our incompetent board to develop cricket and talent. Players(seniors) are competent and some of them WC but they don't have the guidance or mentality of top team players. This is why we will come up short. We have reached our peak and going forward we will be steady or go downhill unless something drastic happens. Otherwise we will always be 7 or 8 ranked team.

We are so far away from being the best its not even funny
For starter we need a good fast bowling unit, which can deliver in any format and in any situation. We were good in LOIs in this aspect under streak and also in the past but after Walsh took over everything simply fell apart.
We need a good core of not only senior cricketers but some young talented players. We need to look after Soumya, Litton, Anamul, Mosaddek, Miraz, Taskin, Apu, Fizz and many more to come. These guys are actually more talented more than our seniors sans Shakib and if they are given enough chances things will fall into place properly.
Also, we need to incorporate firepower in our arsenal. We need to ensure that our 6,7 and 8 in LOIs are able to clear the boundary often, and are not shy to use different shots if needed.
Our fielding unit is pretty sharp, we have some decent spinners who need discipline but thats about it.
BUT BUT BUT
Most importantly, we need that one young batsman to emerge from no-where and became a world class No. 3 batsman who can perform under pressure, in any format and under any conditions. We are still looking for our first world class batsman. Sorry to say but, Mushy and Tamim aren't world class either.

not only that, look at the other অতি ভক্তি চোরের লক্ষণ input, it says T20 is your best chance..after saying that it says thats because the ranking is so volatile.

Ok. I am not sure why my intentions are being questioned. Sri Lanka in 1994 made a 5 year plan to be the best ODI team in the world. Amazing things can happen in life if there is vision.
