If its a 10 team affair, the qualifiers should be between teams ranked 9-14, with two making it to the next round.
The cut off time should be 3 months prior to the Qualifiers in 2013.
I think Bangladesh can surpass West Indies by then.

for starter we have to beat wi at home this year...no way we can lose that series..if we can win that then we can think about suppressing windies and that series win can heel the 58 wound

I think it is fair although I can understand the frustration of fans here. But the truth is at this moment it is a fair call. I can only laugh at those making a case against WI and Nz esp after the WC. The truth is all critics can only be shut up by perfomances not talks and bangladesh is not yet in the top league.

Associates included in 2015 World Cup

As earlier reported, some Members believe the stretch to 14 teams is part of a deal to build support for the last major issue for discussion at the conference: scrapping the rotation policy for the appointment of the ICC president.

The ICC are fast becoming a bigger joke than FIFA. They made the right call by allowing 14 teams to participate in the 2015 WC. However, as can be seen from the Cricinfo article, this decision was taken as a tactic to earn enough votes for scrapping the rotation policy. This shows they are not thinking about the benefit of the game, instead doing whatever they can to fulfil BCCI's agenda.

You are right, they are back at number 8 but not by much. We are behind by just 2 points.
