2019 World Cup: 10 teams only, BD and ZIM will have to qualify

Got this from the ZIM forum. 2019 world cup in England will only have 10 teams and the ICC will start a new ODI rankings table from May 1, 2014. It will count matches over a 4 year period and the top 8 will qualify automatically for the world cup. However, it mentions a stipulation that one must be in the top 8 and meet certain "criteria" to clinch a spot. I'm guessing that criteria simply means being a test team to force Ireland or Afghanistan to not boot one of the current top 8 sides out. But what if we're in the top 8 in place of NZ or WI or someone?

I hope ICC wont scrap down the number of teams from the T20 WC, instead, they should consider increasing it to around 20/24 to make it a true global event.

Actually a 16 team world cup is best like 2007. It makes our qualification tough as we'll always be in the group of death by virtue of being that 9th ranked team. But if we can pip the #8 as we keep threatening to do before a series against ZIM drags us down again, then we have an easy route to the 2nd round.
A 16 team tourney makes a truly global event with adequate minnow representation. Teams #13-16 won't really threaten, but they get exposure and its good for countries that have actual domestic player bases like Nepal, Namibia, Uganda, to try and come up the system.
Anyone know what the format for the 2015 cup will be? Most likely 2 groups of 6, meaning 5 matches for each team. But will there be a QF knock-out stage, or will they go back to super 6s?

The 2015 WC was supposed to be 10 teams as well but later it was changed. I am pretty sure ICC will think about changing it

If that's true then every team has to qualify for WC 2019, not only for Bangladesh and Zim.

Bangladesh in 2019 World Cup? Let me guess ... only Mushi, Nasir, Anamul could be fit enough to play International games [I guess]. To me, Shakib is big a doubt to be fit in 2019, given how easily get tired even in these days, Tamim will lost by then I am sure ... Mullah? his presence or not wont do any change ... Mominul? we should not count much on him anyway. So, yes, I feel lucky to have qualify matches for world cup.

That is one way of looking at it. But its more likely that stipulation is in case Bangladesh or Ireland sneak into the top 8.
Remember, its not using the current ODI rankings table. A brand new rankings scheme is coming into effect from next May. If Bangladesh maintains parity with NZ, WI which it has done over the past 3 years, and if Ireland throttles the Associates they play most of the time, its entirely possible for them.
Here's a possible scenario. Just throwing some numbers around.
Say by 2014-2018, we have played 50 ODIs, and won 20, lost 30. 12 of those wins are against ZIM + Associates, 8 wins against top sides. NZ have also played 50 matches, but only won 15, lost 35. They too have 8 wins against top sides. WI have played 60 matches, won 20, lost 40. IRE have played 30 games, won 20, lost 10 and beaten 2 top sides.
Even in a weighted average type scheme, IRE could theoretically jump ahead of us, NZ, and WI. What would ICC do then?
I suspect the criteria, since it can't say "must be an established top 8 side" will be that you have have certain number of wins against higher ranked teams and be ranked in the top 8 to qualify automatically. So you can't beat up on Canada and Scotland all year and then expect to gain easy points that way.

What does this exactly mean? what are the " set" rules or criteria? I guess the writer himself doesn't know - that's why he just throws it out there without explaining.
Looks like a phrase fraught with interpretive land-mines - when crunch time for selection comes.

This is a long time away. I'm sure the ICC will expand the tournament again but this is unfair for the associates who always have to fight to play in the WCs.

2019 is too far ahead to think of, many things will change by then- we will have quite a few new bunch of players. but we should target to get into the top 8 to neglect this hassle.
