I believe full members should be able to assign FC status to any match that the member board sees fit, given that the match adheres to the playing conditions for FC matches that is decided by the MCC. For example, a few years ago "South Africa Composite XI vs Zimbabwe XI" was classified as a First Class match - it was not a tour match, but I still doubt the South African cricket board had to lobby the MCC to have that classed as FC.
You pulled out a very interesting point battye. I call it a silent racism and definitely an influence created by the giant board we all know who that runs the ICC from behind. As this was said zillionth times in BC, officials like Tutul, who do not possess any past record of affiliation with Bangladesh cricket, when continue to hold power to run the most important sporting board we will be facing such insults and humiliation as a nation.
