For example, Sylhet could have seaming bouncy pitches while Rajshahi can have spinners slow and low. Let Khulna, Barishal be a batsman's paradise while Dhaka, Chittagong could have sporting pitches that favours everyone. ( Just as an example).

This way, with 8 teams on a Home and Away league system, each team will face their favourable and opposing conditions with something for both bowlers and batsmen.

When the players groom up like that, no matter which part of the world you are traveling, you would be better prepared to face the music from the opposition team.

But nonetheless, this initiative of preparing sporting pitches is a good one.

It would be tough to prepare bouncy wickets in Sylhet because of the high rainfall. It is likely to have slow and low wickets there. Rajshahi and Rangpur divisions have many dry places where the yearly rainfall is pretty low and the soil is hard. They are ideal for faster and bouncy wickets.
