Look up the history of the JF-17, Pakistani and Chinesse have equal contributions in the project, no one gives away there tech on equal partnership. We've both done research on the plane, the aero dynamics, etc. Pakistan also plans to accquire a stake in the Chinesse J-10 project. We're also making and exporting other planes as well. Just shipped out orders to KSA, and other countries are on waiting list.
The JF-17 has been proven to match the F-16 Block 15.
China is building the engine for the plane, originally a Russian engine was supposed to be used, but now China took the rights from Russia to make it, and will make it, and then provide ToT to Pakistan on the engines as well.
The whole plane, except the engine intially will be manufactured in different parts of Pakistan.
If Pakistan was only doing a paint job, Boeing wouldn't be out sourcing to Pakistan. We're soon going to make Boeing parts as well.
