Unless we have teams like Pervez or Tonoy, I don't think anyone from BC can service in 2.x

I was in 2.x last year. Only reason I got demoted was because the top team threw the last match so that he did not get promoted to 1.x. Thus he threw the match against the player who beat me out for last non demotion spot.
