The first referendum was about legitimizing the military dictator General Ziaur Rahman's rule.
The second referendum was about legitimizing the military dictator General Ershad's rule.
Needless to say, like all such referendums in history to legitimize other third world military dictators like Suharto and Saddam, the "official" turnouts for these referendums were nigh 90%!!
