As unfortunate it is, you can not stop this things from happening as long as the Zila Porishod (District Council) does not have a steady source of income from the stadiums to pay for its maintenance.
The Govt can only disburse a peanut sized budget for each and every stadiums in the country and with a lack of any sports activities in the rural/sub urban/ mofosshol cities, these stadiums ends up getting used for all sorts of other activities rather than sports.
No need to blame any particular person/organisation, the whole system needs to be overhauled.
